Legal Question in Landlord & Tenant Law in Illinois
I bought a manufactured home and the trailer park has not fixed some of the stuff they were supposed to. I have 3 work orders signed by them and me with the dates they were supposed to fix this stuff by but they have not. Do I have a legal right to withhold my lot fee until they fix the stuff.

You need to look at your park lot lease, which should be separate from your purchase agreement unless there's something that somehow links them together.
