In Chicago, are there any laws against outrageous move in/out fees for renters ($1000)?

Not specifically. However if you were not advised of the fees up front as part of the lease, you may have the right to reject them, but of course this can create bigger problems that may not be worth your while to contest. If you are unsure whether the fee was properly disclosed you should have an attorney review the situation with you.
