I have two citizenships - Russian and the USA. I receive pension in Russia. There is an agreement between both countries about excluding double taxation (from June 17, 1992). According to this agreement, my pension in Russia is not taxable in the USA. But can a landlord of apartments (in the USA) with a rent depended on income (subsidized apartments), include this pension in my rent, that is, take, for example, 30% of that pension? Can non-taxable pension be considered as income in the USA?

Income is ncome unless there is something special about it that when it comes to subsidized housing it can be excluded. There could be a treaty to that effect. A local attorney who is familiar with your kind of pension may know, or the organization that runs your apartment complex may know.
