if a condo board reduce it size for a quorum if it has not replaced memebers

Insufficient information. Depending on how the declaration was written, a change in the size of the condominium association board and the requirements for a quorum for board meetings more likely than not will require an amendment to the declaration itself which may require owner approval, and the level of approval itself would be contained in the declaration. Someone would have to review the declaration and exactly what is being proposed.
