Double Jeopardy?

After closing my business, my landlord attempted to press charges against me for owed rent and alleged stolen property - the allegations were false. An investigation proved he had insufficient evidence against me and the state's attorney dismissed his case. Now, he has hired a lawyer, suing me for the same reasons above. Can he do this?

Yes he can - that was the criminal side of the case prosecuted by the state - there's a lesser burden of proof in a civil trial pursued by a private citizen. Remember O.J.? Innocent at criminal trial but guilty at civil.
