homeowners association vs landlord

i am an offsite owner. i bought a townhome with a section 8 tenant already in there. after 6 months or so homeowners association started stating that there was drug related acivity going on in the unit. then i started to get complaints on a regular basis stating they r too loud, nuisance to the area, threat to public etc. i spoke to the tenant all the time who was on disability due to depression, had a physical disabled daughter and two teenage sons. she told me that people wanted out of there because of her color.

well she never got arrested by police, police came to unit few times on call from anonumous neighbours but she never got citation or arrested.

well finally she ws evicted from the unit as her teenage son was arrested for criminal activity but not on the property. tenant agreed to move out and moved out peacefully as per eviction notice on 11/01/2008.

now association is sending me a bill of $4500 for the security officers they had to hire because of my tenants and the lights that they had to put on the premises.

i was never told about hiring private security firm nor discussed about lighting and these charges are billed as my monthly assessment.

what r my options

First of all, you need to look at the Charter of your Homeowners Association. That is the contract that will govern how the homeowner's association decides when to hire security or put in lights. If you feel that your tenant was being unfairly targeted because of her color or some other reason, then you may be able to cancel the bill even if the Charter does allow purchasing these things. Finally, I am somewhat confused about who did the evicting if this was your tenant... did the Homeowner's Association evict?
