In Illinois can a landlord refuse rent if an eviction process has started

Depends what you mean by the eviction process? If you mean the actual lawsuit, yes, because in Chicago and several other communities, if the landlord wants you out and takes ANY money the lawsuit fails. If it's still during the notice period (ie you get served a 5-day notice with the statutory language "ONLY FULL PAYMENT.....") and you tender the entire amount claimed, no.
