ireported beg bugs in my unit in sept 08 and several times after the lanlord just sent someone out in july 09 only after i called the office crying that they have infested the apartment i replaced 4 set of mattresses twice is my landlord liable

Your land lord MAY be liable for the beds.
You May also have a Personal Injury suit against your land lord if you were bit by any bedbugs or have any scarring from them.
Also, if the bedbugs persist, it may be grounds to break your lease becuase your dwelling is unlivable.
