does a land lord have to give all the tenants rent money back if the house is not fit to live in? and if someone from the city inspectors came out and said that the house is not on the market what exactly does that mean?

Question #1: Maybe.... You need to look at your lease and see what the landlord's responsibilities are to keep the place in good repair. You also need to identify what zip code you are in because some places have stricter rules than others.
Question #2: Odd statement -- not being "on the market" normally means it is not being advertised for sale. What that has to do with the physical condition of the property is uncertain.
