Landlord apartment entrance

Is there any law in Illinois that says there must be notice given to the tenent prior to entry into the apartment if it is on a non-emergency basis.

Yes. The landlord has to give you reasonable notice of intent to enter if for repairs/maintenance, or to show the apartment. If the landlord is entering without notice, he/she is trespassing in your premises. You can call the police if you like.
