Legal Question in Landlord & Tenant Law in Illinois

My landlord is raising my rent by 19.23% and gave us til July 5, 2014 for a decision to renew the lease and stated if we are not renewing the lease we need to paint the walls by July 6, 2014 or he will hire a painter and deduct their fee from our security deposit. Is this legal and what can I do?

There is no rent control in Chicago, so landlords can raise rent as they please at the end of each lease. However, such rent increases cannot be due to retaliation for protected conduct (i.e. complaining about defects, calling the city on the landlord, ect.)

Generally a landlord may not deduct from a deposit for normal wear and tear. If a landlord does deduct, there are specific rules that must be followed.
