if my landlord did not say anything to me about a security desposit in1997 can they make me pay a security deposit now in 2011

If your lease is up for renewal the landlord can impose new terms, including a security deposit, increased rent and other terms. This does not mean that you can't ask for a full or partial waiver based on your rental payment record and the long-term relationship you've had. At the same time, since you are in a Chicago zip code, and if you live in a building with 7 or more units then the Chicago Residential Landlord and Tenant Ordinance applies and the landlord collects a security deposit from you, the landlord will owe you interest payable annually. Whether you are in a building that meets the ordinance requirements or not, however, the landlord is required to supply you with a copy of a summary of the ordinance.
