My apartment was burglarized.. My items were stolen and the door and a window was borken... Do i have the right to my full deposit? Or does he have the right to keep my deposit ?

There is no reason why your landlord should be able to retain your deposit or charge you for damages which were not caused by you. He really has no right to try.
You should demand your locks be changed and improved and the window be repaired without delay. Is there a buzzer system in the building? Was it working? Or did the burglar just get in from the window? Your landlord has a duty keep the premises safe for tenants.
