What does the lease say about the landlord's obligations? Normally leases say little to nothing, but if they do they say the landlord will take some kind of reasonable/normal/etc. care of the "common areas" and if the parking lot is shared by the tenants, it's a common area. And unless there are specifics ("clear snow after each 2" snowfall...") then the rule is what is reasonable.... Check with the building department, however, because there may be a local ordinance requiring clearing of private property or where the private property abuts public walks, etc., and if so there may be a code violation involved.
