landlords rights

i would like to know about the law concerning a key. my tenant changed the locks without my knowledge and when i found out and requested a pass key she told me a couldn't have one!

Since you provided a Chicago zip code, I will assume your building is located in Chicago, in which case your rental agreement is governed by the Chicago Landlord Tenant Ordinance. Under the RLTO, your tenant does have the right to change the locks but must provide you with a copy of the keys. Send her a letter demanding that she do so immediately, or you will be forced to change the locks again yourself and charge her for the cost.
