we just signed a lease that included a 20.00 increase about one month ago, lease effective 12/01/07. yesterday we received a note from management stating that there would be a surge charge for heating for the months of Dec. Jan and Feb. of 25.00 per month is this legal

Re: lease
Read the lease. If the lease allows a heating surcharge, then it is legal. If not then it is not lawful.
