Liability of Landlord?
A ceiling collapsed in my apt. No apparent defect prior - just old plaster ceiling. It caused considerable damage to my personal property. Additionally, I had to take 3 days off work to clean up the mess - as plaster dust permeated my entire apartment. I have asthma and there is still dust in the carpet, etc. My landlord replaced the ceiling and cleaned the room the ceiling fell into but that is it. Who is liable for my damage and expense?

You are supposed to have renter's insurance to cover such problems. Unless the ceiling collapsed due to some negligence on the landlord's part (like he did some faulty, non-licensed construction or something along those lines), he is not liable for the damage to your personal property. You might try getting him to have the carpet professionally cleaned to remove the rest of the dust, however.
