If you can't find someone who can tell you what it is for, the best you may be able to do is risk eviction, go to court and tell the judge your story and you may need a lot of documents including copies of cancelled checks and/or rent receipts, etc. Why a landlord wouldn't want a tenant that otherwise pays rent on time to risk losing over $30 seems rather bizarre and sounds like something else is up. Or it can just be a situation where the management is corporate and doesn't listen very well. OR it could be that the apartment complex is in foreclosure or something and this is the lender's attorney or a receiver. Again for $30 something seems missing.

Do you have a written lease, and what does it provide? I would suggest that if you are served with eviction papers, that you then go to court on date and provide the judge with your papers and story. Will you hire an attorney?

This answer is provided as a general public service, and not as specific legal advice, and does not create an attorney-client relationship.
