Generally, a tenant, such as your husband, may bring guests or other people into his apartment as visitors, but not as additional tenants. A person may not move in -either temporarily or permanently- just because she married a person who is a tenant, unless the lease provides that. Marriage generally gives no additional rights to a tenant.
Why would you want to move in with a "crazy" room mate? Were you and your husband willing to buy out the lease of the room mate and pay for his move out?
