Legal Question in Landlord & Tenant Law in Illinois

I have a neighbor who is harassing me and I want to know if I can send him a letter? I have not gotten the police involved, because I am afraid of damage to my car and parents home.

WAY too little information to be of help. And what's the point? You're afraid of involving the police because of damage - why do you think that won't happen with a letter? If you are a minor I suggest you talk to your parents and if you are an adult I suggest you sit down and talk with an attorney, explain the entire situation and consider your options, which might include filing for a restraining order.
