Can I rent an apartment at 17

Anything is possible but it will be up to the landlord. If I represented the landlord I would definitely want the lease actually in the name of a responsible adult even if the lease allows you as a minor to occupy the apartment. And that would be the bare minimum. Even if you had the cash, or credit.
