Legal Question in Landlord & Tenant Law in Illinois

I would like to rent a one bedroom apartment for my two children and I to live in but the landlord won't rent to me because it is an upstairs unit and he doesn't want children upstairs and also he doesn't want three people in a one bedroom apartment. I already know he can't deny me rent because of the children but I'm having trouble finding the fire codes for Illinois that apply to my situation. Can one adult and two children live in a one bedroom apartment in Illinois (Woodford County)?

Best check with the county's building department or, if it's in an incorporated town, the town's building department. Usually unit size will dictate maximum capacity, but also room count comes into play.
