If a rental lease says the Landlords duties are to: "Keep all exterior property areas not in the possession of the tenant, but part of the mobile home park property, free from the species of weeds and plant growth which are generally noxious or detrimental to the health of the tenant" can they legally charge me for lawncare?

It depends on the other clauses, but it does not appear so from this clause. I'd suggest finding an attorney to interpret the lease and potentially seek a "declaratory judgment" regarding your rights under the contract.
