what steps can i take when renting a house without a lease, and landlord refuses to fix broken stairs a very leaky roof and other houshold problems

Give the landlord 30 days' notice that you're moving, then move out. Or, you can have these things fixed and deduct the amount from the rent. If you're going to do that, however, tell the landlord beforehand and give him one last opportunity to take care of it himself. Check your local residential landlord tenant ordinance to see what it says about such repairs.
