Legal Question in Landlord & Tenant Law in Illinois

My roomate is moving out as of 8/1/11. He has paid his half of the rent for July, but says that he's not responsible for half of the utilities because he has not been there in the month of July. His belongings are still there. We have an oral agreement that he is to pay half of the utilities. Should he still be obligated to pay his share of the utilities even though he has not physically occupied the apartment, but his belongings are still there?

Based on the facts presented, yes, but try to prove it, and how much are you talking anyhow? The cost of going after him in court would probably outweigh just asking him for something.
