my section 8 number came up I was denied because I owed a back rent from two yrs ago.i am homeless.can they do that.

Yes but you may have appeal rights. If the housing authority responsible for administering the program in your area is not helpful, you may have to contact a local legal aid office to discuss what your options may be, but don't delay because appeal rights can expire if you don't act on them!
