Legal Question in Landlord & Tenant Law in Illinois

What can be done in situation where a tenant moves in a first floor apartment and a couple months after they realize they're being over charged on their light bill? Due to the fact the landlord doesn't have a meter for the building.There's only two meters for the whole building which separates the first and second floor apartments. Which leaves everything else that should be in it's own meter for the building in my meter. After talking with the landlord about this issue for the second time the landlord is refusing to take responsibility in this situation. What are the steps to take in a situation like this?

1. Notify the building department.

2. Notify the utility company.

3. Notify the landlord.

4. Get an attorney involved because someone needs to read your lease and see what it says about utilities.
