I am staying ina condo with a valid lease agreement, paying rent regularly. But the house owner not paying the mortgage and our unit went on foreclosure and the sale date is end of this month. I understand that as per the Protecting Tenants at Fore closure Act of 2009, can protect us from evicting from the unit immediately. How to inform this matetr to the seller or court before they issue the eviction notice?

You are protected as long as you pay rent and observe the lease, subject to a buyer at foreclosure wanting to move into the unit. But proving you're in good standing is what you want to do. If you pay by check you may want to get copies of all the checks. If you've been paying by cash you should be getting rent receipts and if you haven't you should ask the owner. You are not obligated to inform the owner of anything relating to your rights but if you want, you should consider having an attorney write a letter confirming the situation.
