if the landlord do not fix any thing in my aparment. Do I have the right to hold the rent unitl it fix.

Generally, yes, if you give the landlord written demand to have certain things fixed, like heat, electricity, gas, windows, plumbing. Have you contact the City of Chicago Housing Dept. regarding your rights under the City Ordinance Landlord/Tenant? How much is your rent and security deposit and do you have a written lease?
