Legal Question in Landlord & Tenant Law in Illinois
I have a tenant living in a house that I am foreclosing on. He is running up the water bill and I cannot afford to evict him. He keeps promising to move out but never comes through.

He has a right to live there until he is evicted. Also if you are foreclosing on the house, that means that you are not yet the legal owner so I doubt that you have any standing to evict him. Nor, can you shut off the water or other utilities. Maybe you can pay him to move out or try and reach some other deal with him.
