can a tenent change locks on a property without owners ok and if they do are they not obligated to make sure owner of property has key. and can they open mail addressed to owner of property

1. lock....can change and like most minor alterations not obligated, but if landlord needs access for emergencies and can't get in may be liable for damages if the landlord has to bust in (which is why most tenants will trust the landlord with a key to avoid damages....) and landlord has the option that they must restore (remove) at end of term or hand over the key.
2. no that is a federal offense.
