If someone verbalyl agreed to sign a lease and gave me a check for 1st month's rent and paid a secuirty deposit, is she liable to continue to pay rent even if she changed her mind about signing the lease?

You're chasing a losing proposition especially if your rental unit is covered by the Chicago Residential Landlord & Tenant Ordinance. If you lost the opportunity to rent the unit, that may be another story.
