me and my wife moved in with my sister who is 58 and doesnt work and recieves no monthly income we paid her $550 a month from March 20, 2016 to present she had a disconnection notice so i put the electric in my name

she wants us to move out the electric and water is in my name i payed it current

she refused to sign a lease or take a check for rent

her house is payed for can she evict even if i payed the utilities

Based on this information a court would most likely say you have a month-to-month tenancy and can be put out on 30 days' notice. How the court would look at your paying the electric and water is hard to say -- it might consider it a gift, additional rent, or a loan. More information about that would be needed. But what is your goal? Stay? She can evict you. Since it's 'in the family' and if you decide to keep the peace by moving out, you should call for final readings on the utilities and get them back in her name. At the same time if she has no money, maybe she'd be willing to let you buy the place from her? It's impossible to determine her motivation to get you out if she has no money; maybe she'd pitching for more?
