Cable Line

Son was recently let off school bus that caught a low hanging cable wire as it was pulling away. The wire snapped away from neihbors garage, wrapped around my son's arm and started pulling him toward the bus tires. He managed to release himself, but his arm was pretty bruised up, and he was really shaken up. The bus driver never did stop, and the cable was dragged away with the bus. Police was called, and although they could do nothing from a criminal aspect, they suggested a civil suit be pursued. What do you suggest?
