Illinois Unclaimed Property fraud by state treasurers ''attorney''.

I have over $500K in Unclaimed Property.Cook Cnty advised the State they had searched for detail,found none and that I should pick up the check. State Rep convinced me that I might be committing fraud by taking check. Advised send letter to Cook County to get additional detail or signed authorization, (something which was NOT required of me)once again, that no detail could be found. State Rep advised as an attorney he would do the additional check because it would be considered fraud on my part. He said this was for my own protection and State had nothing to gain.They have been unable to prove this money does not exist but now refuse to give me my check because it ''appears'' to be a decimal error. The county is asking the state for the money back but the state claims they are not giving the money back to the county because the county owes them money. So the state had a lot to gain and I was mislead into leaving the check. They knew if I had taken the check the burden of proof would be on them to find evidence to dispute amount, now the burden is on me to prove owner detail which is impossible. What are my legal rights to this money now, was it ethical to force me to leave without my money and without legal representation?
