Malpractice for not doing anything

Is it possible to sue a doctor for malpractice for ''inaction?'' ''Inaction'' being the failure to properly diagnos the ailment and failure to refer the patient to a competent physician in a prompt manner - such that the patient suffers further injury as the direct result of not receiving prompt and accurate diagnosis and treatment.
