My 8 year old dog bit a puppy because the puppy got too close to his face. The dog walker was not the owner but called the police. I contacted my vet and he said they could take my dog away. I don't even know the dog's owner, yet she has all my personal information. If I get a summons in the mail, don't I have anything to say about the situation? The police officer told me it wasn't necessarily my dog's fault, so why is everyone so hard on me? The dog is 2 weeks late with his current rabies shot because I don't have any money to pay the vet. What can I do? If the puppy is okay, why doesn't the owner call and let things be?

If I get a summons in the mail, don't I have anything to say about the situation? Of course you do - it goes to court and you can provide your defense.
The police officer told me it wasn't necessarily my dog's fault, so why is everyone so hard on me? It doesn't sound like anybody is being hard on you - the owner may have the dog checked out to be sure it is OK.
The dog is 2 weeks late with his current rabies shot because I don't have any money to pay the vet. What can I do? This is not a problem a lawyer can solve for you. But if you can't afford the pet, you may need to give it away so that somebody can care for it properly.
If the puppy is okay, why doesn't the owner call and let things be? There is no law that says they must call you.
Stop panicking and deal with the issues if and when they actually occur. Right now, you have no problems.
