Legal Question in Personal Injury in Illinois
My dog got hit by a car, while she was chained in our yard. The lady that hit her was pulling into our yard to park. She didn't die, but I'm stuck with a large vet bill. The lady supposedly does not have insurance on her vehicle. My first question is she liable to pay? Secondly, what can I do if I can't make a claim to her insurance company?

I'm sorry to hear about your dog. I hope they are OK. The person who hit your dog is most likely liable for the vet bill (damages) you incurred taking care of your dog due to this persons actions.
If they don't have insurance you may want to try and pursue them in small claims court (damages under $10k).
Good Luck and I wish your Dog well...
