Legal Question in Personal Injury in Illinois

Golf Course Injury

I was entering a newly built city owned golf course pro shop up a flight of 15 stairs. A window placed directly over the stairway was open, as I walked up the stairs, I struck my forehead on the opened window requiring several stitches. Is the city negligent? Do I have any recourse?
