I was involved in a small fender bender. The cost to repair the car I hit is $500.00 and I have elected not to report to my insurance rather than file a claim and pay it out of pocket. Should I have the other driver sign a waiver or release of liabilty before I turn over the $500.00 check

Yes. You definitely should obtain a release signed by the owner of the car, and the occupant(s) of the car (if different from the owner).
