Legal Question in Personal Injury in Illinois

Park District

If the Park is NOT COMPLIANT with the Code. It is the responsibility of the Community Members to find out with the Government Licensing Agency who authorized them to operate. Why would I ask the Park District about the rules and regulation and codes, what if they are trying to hide something? Shouldn't I go straight to the State for HELP ?
