Is what the police officer files on an automobile accident form the final word??? Or can it be overturned in court??

The police officer's narrative about how the accident happened is based on hearsay and is not admissible in court unless what a party has told him is an admission against his or her interest or if the police officer has actually witnessed the actual accident happen.
So, the police report is good to show the placement of the cars, the points of impact, and whether or not any of the persons involved said something like: it was my fault or I didn't see the red light... and such things. Otherwise, he can only give factual statement about what the officer witnessed--which could be a good thing or a bad thing depending on what he saw.
After all is said and done, however, whatever the police officer is allowed to testify to, goes a long way in persuading the jury one way or another.
