Even if your child provoked the dog, it does not mean you have no case. You can sue your neighbor in small claims court.

You can file a case on behalf of your child for personal injury, which would include medical expenses as well as well as other damages such as pain and suffering, and a separate claim on your behalf for the bill. If the child has permanent injuries such as scarring, the damages could be significant.
