Is it legal to sell an as-is car without seatbelts in Illinois?

Too vague. Depends whether it's driveable and who the seller is. Also depending on age of the vehicle (is it an antique and really whether the intention is to drive it). So what's the point? You want the seller to install them for you or give you a break on the price because there are none?
