Legal Question in Real Estate Law in Illinois

Per (765 ILCS 160/1-35) Sec. 1-35 (b), "If there are multiple owners of a single unit, only one of the multiple owners shall be eligible to serve as a member of the board at any one time, unless the unit owner owns another unit independently." http://www.ilga.gov/legislation/ilcs/documents/076501600K1-35.htm. What does owning another unit independently mean in the case of joint owners of multiple units? If A and B own unit 1 and the same A and B also own unit 2, are both of them eligible to serve as members of the board concurrently?
