4 siblings have inherited property equally. 3 want to sell, the fourth refuses. what are the legal options for the 3 who want to sell?

Your remedy would be to ask to have the property partitioned. If it is feasible to actually divide the property, then it would be divided so that each of you would own shares of equal value. If it is not feasible to actually divide, then it would be ordered sold. An attempt can be made before counsel files the partition suit to convince the dissenting party that the case will eat up a lot in costs and the end result may be a less marketable, less valued property.
