If an apartment complex is in teh process of bankruptcy can they legally keep taking rent payments?

Yes they can. You are legally obligated to continue to pay rent until you leave or are evicted.

If you are served with notice you may be required to pay whoever is in the notice, like a court receiver. But yes as Ms. Palmer says.
