Are building owners responsible for accidents

My car along with three others was damaged ($1805-estimate) by falling bricks and roofing debris during a rainstorm.

I only have liability insurance.

The building owner says that neither he or his insurance are resposible for my damages. He also told me not to call him again.

Do I have any recourse. I thought building owners are supposed to have insurance for this kind of thing.

Can I take this to court?

Sure you have recourse. You can certainly sue him in small claims.

Failure to maintain property so as it does not harm others is actionable. You can sue the owner. You will find out then whether he is telling you the truth about not having insurance. In any event, to prove your case you might have to spend a great deal of money.
