city drainage issues

if the village i live in fails to fix and maintain its storm drains and this causes flooding in one area of town,is the city liable for the damages this flooding causes?

This is really not a real estate question, so I'm not an expert here. However, I do know it's usually difficult to sue the government. I believe you need to show willful and wanton conduct, a higher standard than mere negligence.
