can I be compensated if when I bought a townhouse they told me the hoas included snow, pool etc and later found out the pool was an additional fee of $190

Probably not but you haven't given us anything to go on. When they "told you" was that in writing? Is there a contract that says that? Was this an "as is, where is" foreclosure sale? Did you have the chance to do your own homework and investigate community information even it was an as is deal?
